Committee submits memo to DC
ITANAGAR, Dec 8: The Kamporijo Circle Trans Arunachal Highway Local Committee (KCTAHLC), Pamluk to Tamen, in Lower Subansiri district today submitted a memorandum to the Deputy Commissioner urging him to reconstruct all the public infrastructure and community assets including school buildings and hospitals which are supposed to be dismantled during the construction of the Trans Arunachal Highway.
While disclosing the resolution adopted by the people of Pamluk to Tamen area in a general body meeting held on December 3 at Boasimla, the committee further said that in case of any reconstruction of Govt establishments and public utility services in the said area due to road construction, the local people should be awarded contract works. It was further decided that people of the area shall provide alternative land for such reconstruction works.

Thirty one participants from Arunachal Pradesh Civil Secretariat, Head of Offices, Legislative Assembly Secretariat, Public Service Commission office are attending the programme.
Addressing the participants at the inaugural function, ATI Director Pate Marik emphasized the need for systematic record management of data in Govt. departments and business organizations. Apart from manual procedure of record management, the ERM system is a new venture of the Govt. of India in which application of the system is mainly depend on computer science, he said.
“In today’s electronic age, it is the duty of all government employees to know computer applications and electronic record management. The proper record management with systematic approach will reduce the volume of work pressures and also utilization of time in proper prospective manner, he said and advised the participants to take full advantage of the programme which will be immensely beneficial to the participants.
The five days training organized under cent percent course fee sponsored by the Department of Personnel and Training (DoPT), Govt. of India will conclude on December 12, according to an ATI release.
Teachers urged to discharge duty
ITANAGAR, Dec 8: A team of All Papu Valley Youth Welfare Association (APVYWA) led by its president visited various schools within Papu Valley area under East Kameng to take stock of the functioning of the schools.
APVYWA in a release, claimed to have found during the visit that some schools were not functioning properly and midday meals were not also being provided to the students.
While urging the teachers to discharge duty, the Association urged the school management committees (SMCs) and public to cooperate with the school authority for proper functioning.
APVYWA also asked the students to be disciplined and sincere in their studies for a better future.

Awareness programme on health and sanitation
ITANAGAR, Dec 8: Arunachal Pradesh State Council for Science and Technology conducted a daylong programme for creating public awareness about the importance of maintaining proper health and sanitation practices in day to day life at Yomcha circle of West Siang district.
Speaking on the occasion, Yumbi Yongam, Scientific Officer highlighted the relation between health and sanitation. She briefed the women and adolescent girls on how to maintain hygiene during menstruation and emphasized on discarding conventionally used cloth rags with affordable sanitary pads during menstruation.

32nd RPF criticizes signature campaign
ITANAGAR, Dec 8: The 32nd Rumgong People’s Forum (32nd RPF), in a meeting on Saturday last criticized the reported signature campaign by the 32nd Rumgong BJP for establishment of the proposed Siang district Headquarters (HQs) at Boleng which might mislead the common public of the two constituencies.
The party also condemned the complaint lodged by the local MLA opposing the State Government’s notification declaring Pangin as temporary headquarters of Siang district.

Arunachal's Got Talent
ITANAGAR, Dec 8: People across the state will get a chance to showcase their talents beginning December 21 when auditions for Arunachal's Got Talent kicks off at Pasighat.
Auditions will be held at various locations across the state according to their respective zones. Doying Gumin College, Pasighat will be the venue for East, West and Upper Siang districts and Dibang and Lower Lower Dibang Valley districts till December 23.

Fire devours 32 houses in Sine
ITANAGAR, Dec 8: A devastating fire has destroyed 32 houses in Sine Vilage under Boleng subdivision in East Siang district during early hours of Sunday. The fire allegedly started from a small outhouse at midnight and engulfed 32 of the 64 houses in the village.
Nothing could be saved including domesticated animals. One person required medical attention for burn injuries. Sine is located 31 kms from Boleng.
EAC Boleng, I/C ADC Gamtum Padu led a police and medical team consisting of Dr T Rina to the village for rescue efforts and medical care.
Padu gave Rs 2000 and other essential items to each household as immediate relief.
DC Nidhi Srivastav has also announced relief money to the victims.
Padu said that devastations have been massive and people are struggling as they could not save any household items. The cold have made it worse even as people have been put up in temporary shelters and tents, the EAC said.
This is the second major fire incident in as many months in Siang belt.

Dengue outbreak in Pasighat, 7 cases detected
ITANAGAR, Dec 8: Seven people have tested positive for Dengue Fever in Pasighat town, according to State Epidemiologist Dr L Jampa. The DHS, Naharlagun had received report of outbreak of Dengue Fever on Dec 5.
In a press statement, Dr Jampa said that cases were detected for Dengue IgM by ELISA testing in the District Priority Laboratory (DPL) at General Hospital Pasighat.

Dengue Fever outbreak had been reported from Pasighat for the first time during August to October in 2012. Subsequently, 346 cases of Dengue Fever were found in East, West, Upper Siang and Papum Pare as well, he said. The Department of Health stated that it closely monitoring the situation.
The state had been witness to epidemic of Japanese Encephalitis (JE) which had affected many districts earlier this year.
Dr Jampa said that “People’s participation is very essential to help in the prevention and control of dengue transmission in the area. He advised them to protect themselves from mosquito bites by wearing full sleeved and sleeping inside bednet. “Knowing the usual breeding places of the Aedes mosquitoes makes the task for control of dengue fever much easier, because by addressing on “source reduction” of the mosquitoes which acts as vectors for dengue virus transmission, we can significantly control the disease and even prevent it. The water collected in the artificial reservoirs should be emptied and cleaned every week”, he said.

The association has written to Commissioner PWD expressing serious concern over the delay in execution of the project. “The said project was awarded to M/s. Tamchi Kusuk in the month of April 2012, whose stipulated completion period was 24 months but till date the work is incomplete and going on at snail pace. Adding to it, the work quality is below standard. Before the sanctioning of the said project, the road from Kampo to Tapioso was 60 percent motorable but even after taking over of the project by the firm the road could not be completed till date,” the association claimed.
“Moreover it is very interesting to note that total project cost of road from Kampo to Tapioso (30 KM) was Rs. 3885.19 lakhs which was sanctioned vide no. DNER/NLP/AP/150/2010 on dated of 25th November 2010. By letter Vide No.DNER/NLP/AP/150/2010 a total amount of Rs. 1551.75 lakh was released for first installment against the project on dated 29th November 2010. Total amount released for second installment was Rs. 1495.46 lakh on 11th November 2014. Hence, the total fund released in favour of the said project till date is above Rs. 30.00 Crore. Whereas only Rs. 23, 88, 52, 409.46 was advertised by the department concern for standard bidding out of Rs. 3885.19 lakhs,” they added while questioning the integrity of PWD who is the executing department of the project.

Awareness campaign on wildlife protection and preservation
ITANAGAR, Dec 8: The Pakke Valley Multipurpose Cooperative Society (PVMCS) Ltd in collaboration with Seppa forest division conducted a series of awareness programme on ‘wildlife protection and preservation’ under the state CAMPA in East Kameng district. The programme which started at Khenewa on December 4 was held at Pakke and Bameng on December 5 and 6 respectively. Lastly it concluded at Pakoti today. These series of awareness programme on “Wildlife Protection and Conservation” was mainly participated by the GBs, GPs, agriculturists, students and general public. The theme of the programme was “Stop Hunting! Stop Deforestation!”
Addressing the concluding function at Pakoti as a resource person and representative of forest department, Seppa DFO Tailang Pali assured the villagers, students and GBs of providing sapling free of cost if they are willing to have plantation in the area. He further stated that “this awareness campaign on wildlife preservation and protection is not only to give message of repugnance to the people or villagers about the legal matter on the illegal hunting, fishing and deforestation, rather, the objective of such awareness programme is also to make them aware about the importance of natural resources including wildlife and forested land in the area for the cause of future generation.” Seppa Range Forest Officer Tai Daro also spoke on the occasion. Both DFO and RO also spoke at resource persons at the Pakke programme.
Earlier, Medical officers Dr Minto and Dr Tamut, Head Masters Karak Taba, Sama Pao, and the Principle of KGBV, Bameng G L Gulzaar attended the programmes as resources persons. The resource persons asked the members present not to practice heavy deforestation method of cultivation. They also suggested the participants to continue the traditional way of hunting and fishing (annual community hunting and fishing practices). Because, such type of hunting and fishing will give time for regeneration of the creatures and the plants.

DAPORIJO: 23 criminal cases and 2 civil cases were disposed off in a National Lok Adalat organised by District Legal Services Authority, Upper Subansiri district, Daporijo on December 6 last at Daporijo.
Earlier, while initiating the inaugural session of the Lok Adalat, Deputy Commissioner cum Chairman of District Legal Services Authority, Komkar Dulom highlighted the significance of Lok Adalat and requested the litigant parties to participate in the Lok Adalat to assist them in solving their difference amicably.
At SEPPA, 11 Criminal cases and 24 civil cases have been disposed of in the national Lok Adalat held on December 6 last.
DRDA conducts training under IPPE
ITANAGAR, Dec 8: District Resource Team of District Rural Development Agency (DRDA) of West Siang conducted training for Block Planning Team (BPT) under Intensive Participatory Planning Exercise (IPPE) at Kaying Payum CD Block.
These training are parts of state’s initiative to develop need based labour budgets
for financial year 2015-
The training involved Panchayat members block officials, Panchayat Technical Assistants and volunteers from Kaying Payum CD Block. These trainees, henceforth, will function as BPT members for Kaying Payum CD Block.
While inaugurating the training on Saturday last, Payum Anchal Samiti Chairperson Yaki Taring, highlighted the significance of developing labour budgets through a well structured participative process.
Kirli Bui, Nodal Officer (IPPE), West Siang urged the officials and village level institutions to work towards achieving broader objectives under IPPE. Briefing various provisions of PRA exercise, he appealed to everyone to sincerely attend the training for smooth and speedy implementation of such vital initiative of MoRD.

Communal agenda is against spirit of Indian constitution
External affairs minister Sushma Swaraj has caused major controversy by pushing for declaring the Bhagvad Gita as national scripture. Her statement has caused massive outrage and opposition parties have bitterly criticized it. The opposition parties further slammed her by stating that BJP was trying to impose a dangerous ideological position which is detrimental to the nation's unity. Her statement follows the recent controversial statement of another union minister Sadhvi Niranjan Jyoti. Mrs Swaraj is a senior leader of BJP and such statement coming from her will surely worry the secularists.
Ever since BJP came to power at centre, the Hindutva forces have been hitting headlines for making series of provocative statements, which is deeply hurting the secular fabric of nation. What makes matter worse is the stoic silence maintained by Prime Minister Narendra Modi over such statement. Except disagreeing with the statement of Sadhvi Niranjan Jyoti, Prime Minister has not been vocal against his party colleagues for making communal toned statements. Naturally the minority communities are deeply worried and are hoping that government will respect Indian constitution, which has declared India as a secular nation.

Festivals, alcohol and new generation
Dear Editor,
I believe that there is a big difference in observation of various festivals these days as compared to the earlier days. Earlier we celebrated various festivals with series of cultural events and exchanging of love and respect within family members; relatives and friends. But these days, we notice that without alcohol, especially amongst youths, festivals like Durga Puja, Solung, Mopin and New Year Day are incomplete. As a result road accidents take place and most of the accidents are due to driving in an inebriated state. This is mainly due to easy availability of alcohol in every nook and corner of the towns and villages.
During last Durga Puja we observed that drunken youths in age group of 15 to 20 years created havoc at Ranaghat Bridge by driving their vehicles mainly two wheelers at a very high speed and showing bike stunt. Such behaviors have created major problems for the law abiding citizens.
However, during this festive season we hope that East Siang police may take stringent action against such hooligans. We would also request the East Siang police to take action frequently so as to stop such hooliganism.
We also request parents, guardians, owners of rented house to keep a watch on their children and boarders so that they maintain peace and avoid alcohol during the festive occasion.

Preventing Forest fire
Dear Editor,
Since long killing of wildlife is rampant in Arunachal Pradesh and till today there is no record of conviction of any person for hunting and killing of wild birds and animals in the state is found.
For the first time, a mass level awareness meeting on protection and preservation of wildlife was organised on 3rd November, 2014 at Rono Ground,Doimukh where actual stake holders of the State and many people of 14th Doimukh Assembly Constituency had participated. It seemed that the Department of Forests & Environment is going to take a decisive step to protect wildlife in the State. Such beginning is welcome as otherwise it will be too late to do anything in context of protection and preservation of wild birds and animals of this State. The sitting Legislator of 14th Doimukh Assembly Segment, DFO Banderdewa and other forests officers deserves appreciation for initiating such specific mass level awareness but only time will tell the actual impact.
Again, I found another wake up step taken up by Forests Department by organising one day workshop on forests fire and forests protection on Nov 27 at its office conference room. Usually such workshop had never been organised before the burning of forests in dry season but this year the department has made a point to organise such workshop before burning of forests fire in the State particularly in and around the Itanagar city. The PCCF & Secretary (F& Environment), PCCF(WL), Additional PCCF and other senior forests officers had advised range level officers and staff to take required measures and steps to prevent forests burning and to bring guilty persons to the book. They also called on their colleagues in the department to make a record by not allowing any forests burning in current season particularly in and around the Capital city of Itanagar.
The range level officers narrated their earlier experience in fighting forests fire with traditional daos and raw branches which is at all not effective.
Therefore, they requested the higher level officers to provide them with modern fire fighting equipments which instantly received assurance from higher ups at the meeting spot itself.
N.Payeng, IGP and Talo Potom, Chief Estate Officer were also present in the workshop and assured forests department to extend them with required help connected to forests burning matters.
A resource person from Police Department had presented a power point presentation on forests fire where he explained to the participants how to make defensive attack on forests fire to prevent them from further spreading.
We will see soon what would be the outcome of these meetings. Let us hope that citizens of Itanagar will not witness forests burning around its periphery in the coming dry season.
